Start with actual needs

Before buying shared equipment, ask interested neighbours what jobs they plan and what tools they can already lend. ADEME lists options for repair, borrowing, renting and second-hand purchases. Your group can use those options before building its own inventory.

This article proposes a trial arrangement to agree with participants. It does not establish that a purchase was avoided: record actual borrowing and what the borrower would otherwise have done.

Make a short inventory

Begin with a few identifiable hand tools in sound condition. Record owner, reference or photograph, accessories, condition, available instructions, collection point and contact person. Obtain permission before publishing names or addresses. A public list can give a neighbourhood; exact collection details can be shared privately.

The first budget may involve only labels and existing storage. Before buying a communal box or tool, agree who pays, who owns it and who decides on replacement. Record real expenditure rather than applying an invented universal budget.

Define the lending process

1. The borrower states intended use, dates and a chosen contact method.
2. The owner confirms availability and explains the tool, its limitations and instructions. A demonstration cannot replace required competence.
3. Both check condition, accessories and the return date. A message or short record can support the trial.
4. At return, check condition together and report incidents. Do not circulate damaged equipment.
5. Handle delays and repairs under an agreed rule. Check applicable responsibilities and insurance with competent advisers; no automatic cover is assumed.

Distribute the organisation

Separate list keeping, answering requests, handing over tools and arranging repairs. One person should not become available around the clock by default. Agree collection times and cover during absences. Preserve the right to refuse a loan when an item is unavailable or the proposed use is unsuitable.

Test, then adjust

After a suggested one-month trial, review completed loans, journeys, incidents and organising time. One month is a practical Permah proposal, not a standard. Expand only if those doing the work find the arrangement manageable.

Use community.permah.net to start a discussion or join an available group to find participants. Agree each loan directly and keep a record of the commitments. A private Permah project can hold your goal, rules and review date.
